Vouch for High-Balance Card here in Netherlands. Works on all ATM, faq was a bit confusing regarding if I can only use branch bank when I first purchased I didn't know this, but it seems to work everywhere. I ordered on TOR so I didn't know this community existed, glad to talk to everyone here...
