I didnt seem to find any information about this in the carding bible or fraud bible. I also did my own research but I cant seem to find a website that sells bitcoin without vbv. If any of you guys know of some Sites Help would be appreciated

There probably is none. Buying bitcoin with "traditional" financial instruments like cards is very difficult and regulated, and the exchanges really don't want to lose money they can't get back, so they'll try everything they can to prevent carding of their services.
